Armond,

I assuming the two PC's are using TCP/IP.  A simple solution would be to use
WinVNC (http://www.uk.research.att.com/vnc/).  It is a freeware program that
works like PCAnywhere, it allows you to "be at the keyboard" from another
computer.  You can connect to the PC downstairs using VNC and tell it to
dial out.
