I had a similar problem some time ago. When we moved in to a new house, the
modem worked fine. Then it started having problems connecting, and finally
no connection could be established at all. I changed the modem but the
problem remained. Finally called the phone company. The serviceman ran some
tests and said that there was some sort of imbalance in the "loading factor"
which I interpret as an impedance problem. In any case, he switched us to a
new pair of wires to the house and all has been well ever since. He told me
that a line that works well for voice can be useless for a modem.

If GTE is sympathetic to your needs, they should fix the problem. Not all
phone companies are fond of modems, however!
