Check that you have the "right" driver and setup information for the
modem.  I prefer a software solution, but you could go in with a pair of
wire cutters and PERMANENTLY silence it by cutting one of the wires to
the speaker coil.  Avoid possible short circuits to other components.
Be nice and leave a note (a fine marking pen will do) e.g. "speaker lead
cut" for the guy who will eventually have to figure out why it doesn't work.
