Elizabeth, in regards your CB interference problem:

1.  Did you speak with the FCC, or do you have just his word that he is
not running illegal power?  Your problems sound like he's running more
than four watts.

2.  Contact your local ham radio club.  They are well-versed in radio
interference problems, and they may be able to install wavetrap filters
that will eliminate the problem.

3.  To find local hams--call your local radio stations, ask for the chief
engineer.  Many of them are active amateur radio enthusiasts, or they
know a lot of ham operators.
