In many ways I would think this is the way it should be. If you were
assigned an IP via DHCP, then your PC is put to sleep and not on the network
it will not respond to the lease renewal requests and your IP number will be
returned to the scope of the DHCP server. If you wake up your machine,
chances are your IP will be in use by another user, so therefore  you reboot
to get a new IP number.
