Remnants of windows 95.

I have installed a used hard drive on my 486. Is there a utility
software
program available that can clean it up (take it to square one) so windows
can be reinstalled. Ive
tried
using a floppy "crash disk" to "fdisk and format" ...no success. When i
restart "starting
windows
95" always comes up but windows is no longer in the directory.
