You could use Netswitcher, which instantly changes your network settings,
although you would have to be the administrator, and you might have to reboot.

You say you don't want a firewall, but that is the best solution. ZoneAlarm
Pro has a "lock the system" feature from the tray. Nothing comes in and
nothing goes out. Sounds like what you want.
