Hi Dian

Open Internet Explorer. (Double click on a shortcut or an HTML file.)
Left click on Tools. (It's next to Help in the menu bar at the top of
the IE window.)
 From the resulting drop down menu, click on Options (the bottom choice).
Click on Advanced (the rightmost tab).
Scroll down to "Reuse windows for launching shortcuts" and remove
the checkmark from the box. (This is the 15th item under Browsing.)

Removing the checkmark will allow a new window to open each time you
click on a shortcut or saved HTML document.

If you want to click on a link **inside a webpage** and get a new
window, you have to right click on that link and choose "Open in new
window" (the 2nd choice down) from the menu that appears.
