Sure, do a google search for "clean install of Windows 98" without the quotes.  If you have your Win 98 SE startup disk you can do it with that. Put the floppy in your A drive and start the computer.  When it gets to the A:\>, type in "format c:" without the quotes. It will prompt you to restart after which you can install your OS.
