  Over 10 years ago, I worked on a communications program to include support
for a Novell product to share modems over a LAN.

1.  It required a Novell NetWare network....

2.  It required special support in the application....

3.  In many cities, dog owners are required to pick up and dispose of stuff
like it.

  I don't think you're going to find anything that will perform this trick
for you.  Modern applications tend to support network connections, which
could be forwarded by a box running ICS or the equivalent that happens to
run networking over a modem link to an ISP.
