Depends what's using it. Eliminate the cause of that before you go any 
further. A good place to start is by disabling all startups, then go from 
there.

Anything running in the background such as Nortons Systemworks or Windows 
Defender are potential causes of conflict and high cpu usage.

If you're into intensive video editing, or high-end gaming, or running an 
expensive video card, then extra RAM might help a little if the system is 
in good health. For normal use you won't notice any difference.

Adding RAM won't fix existing problems. At best, it might only mask the 
problem for a while, allowing it to get to a stage where it becomes 
catastrophic.
