This can be caused by a myriad of issues including bad ram
memory, application software that has corrupted Window's
registry, a bad driver installed for hardware and many other
options.
Typically, my first response with this problem sitting on my
workbench would be to reinstall Windows, then be sure all
the hardware has the latest drivers, (no beta drivers).
To explore this question more fully, you should tell us what
version of Windows the system is using and as detailed as
possible, a description of all the hardware, (ie: cpu, ram,
motherboard, video card and so forth...)
Your friend should also be suspicious of any new software
that has been installed, most particularly shareware/freeware
off the Internet.
