My work computer has the Trident 9685 chipset on its video card (Jaton), and Win 98 SE. The driver for it which I got to from Jaton's web site was dated 1998. Win 98 SE would not let me load that driver as an update. The work compy was built in 1996 for Win 95, and my recollection is that when I tried to increase the refresh rate and/or resolution, I wound up getting a message that the settings were outside the card's capabilities, and had to boot into safe mode to reset it. Your BIOS may not support the refresh rate, and neither does that card.
