  Have you tried configuring the port through the Device Manager?  (Or is
there some reason you need the port settings to be different depending on
whether you're using a DOS window or not?)
  Start|Control Panel|Performance and Maintenance|System|Hardware|Device
Manager|Ports (COM & LPT)|<port>|Properties|Settings....
