This may be way off target, but have you installed any AdWare programs? A
program called IPC server (MSIPCSV.exe) seems to be one of the programs
installed by Radiate (previously Aureate) in AdWare  (add supported
programs).  There is a lot if information about Radiate/Aureate on the web,
for example,

and there are programs that remove "spyware" components like Ad-aware from
<http://www.lavasoft.de>
and OptOut from:

However, removing the "spyware" components of these programs stops them
working. So it depends how much you want to use the program/s for free.
As far as I can see an excellent reason for opting out of these programs is
that they can cause persistent system problems, illegal operations, etc.
