How do I dial out to another computer?  I have Windows 98SE.  I would
like to be able to access the Greater Columbus Free-Net (I have an
account) and Discovery Place Library (I reserve books and check on my
reserves and check-outs).  There is no software to install.  It is just a
matter of  accessing their computers.  With Windows 3.1, I knew right
where to setup the phone number and dial.  It was so easy.  I have tried
several things on Windows 98SE with no luck.  I finally got my modem to
dial the numbers but when the screens came up, the screen set up was
incorrect or blank (different times).  How can I get these set up
correctly?  Maybe I am not even on the right track?
