You don't say if all the ram is of the same socket type.  It would be
very unusual for the dip switches to have anything to do with the RAM
despite their location if all the simm sockets are the same, either
30 pin or 72 pin.  If this is the case, the most likely culprit is that
the memory size must be changed in CMOS.  Press del or whatever
to enter CMOS BIOS settings.  On almost all 486 systems it is only
necessary for you to "save settings on exit", there is no explicit entry
to change like on a 386 BIOS.  If you have mixed socket sizes, I would
need to know the size of your simms to suggest anything.

I'm working on a Gateway 486 SX/25 for a customer.  I added an additional
8MB of RAM to bring the total up to 12MB, however the system won't see past
4MB.  I've rotated the simms around in the system, and it has no problems
with them, other than not seeing past 4MB.  There are 2 sets of dip switches,
with 8 switches each, next to the simm slots.
