  This is generally true -- but is reversed in "standard" ATX
arrangement[*].  [I've heard that some builders are  "correcting"
this when building machines using ATX power supplies, so you may
encounter either in the wild.]

[*]  The post I was responding to specififed, I believe, and ATX
supply/case.
