If your video card isn't properly seated you should be hearing a cycle of beeps from your computer during the POST.  Check the seating, but unless you're hearing some beeps, that probably isn't the answer.  When your computer is off, turn the monitor on to see if you get a message something like "your monitor is working, check your cable connection or your video card".  Usually it's a red, blue, and green dialog box that says the monitor is OK, but something else isn't.  If you don't get that dialog, either your monitor is very old and doesn't have this feature, or your monitor has a serious problem.
