Walter,

What you are describing is a mainframe terminal.  They were nicknamed "dumb"
terminals because they can't do anything without being connected to the
mainframe computer.

You can, hook it up to a PC as a secondary screen and keyboard --- but it
takes specialized software and hardware to do that.
