Hi Mike,
Thank you for the input regarding my problem.
I double checked and the "start from floppy drive"
is enabled in the Cmos under security options
or Flexible drive as HP words it.

setting in some cmos setup that prevents booting from the floppy as a
security issue.  You might look for that type of setting in the chipset
features of the bios.
