These are files that Scandisk made for you from errors it found
on your hard drive when it (or you) checked your system.
In "most" cases they contain very little a normal person can do
much with.   The "errors" usually start when a program crashes,
freezes, an install does not complete, etc...
You can try to view them by opening them in various types of
text or binary viewers, and that may give you a better idea what
program "orphaned" the data on the hard drive.
Most advise I have seen has been to just delete them.
