XP Athlon speed problem

I have just had a system built for me using the following, MSI K7T266 Pro2
Ru M/B, Athlon 1800 XP cpu, and 256 meg of DDR ram. According to AMD this
processor should run at 1500 MHz, but when I run a cpu speed test program I
have downloaded from the AMD website, it shows it running at 1150MHz. Has
anyone any ideas on why this is?
