Atapi CD-ROM Woes

I have a seriouse problem with my Atapi 40X MAX CD-ROM. I have a PC running Win98. Whenever I try to install something from a CD, the following happens:
The Setup program for the CD starts and everything seems fine. I navigate through the install options until I reach the "Press Next To Begin Installation"
I click it and the progress bar appears. It gets to an average of 15% completion and then freezes! I know it's not the CD itself because I've tried 4 different CDs! Help! My PC's crippled if I can't install programs!
