By design, XP will not enable the power management features if XP cannot recognize a hardware device.  Usually these are non- Plug and Play devices.  Also some scanners and camera drivers will prevent XP from enabling the Power Management features.  Look in Device manager to see if there are any Unknown hardware devices.

I've had the problem before with other machines and simply enabled APM in the Power Options (control panel) ... that solved it.

This time I have no APM tab or options in the Power Options!!!

Is there a way to make the PC shutdown?
