I've seen a variety of really strange failures on machines where
the hard drives didn't get enough "juice".

The key, though, to recognizing a power supply problem is that it
is usually much worse on cold boot than on a worm boot. Spinning up
the drives from a standing start tends to be among the largest
demands on the machine's power supply.
