Impossible to say without a lot more info.  The possibilities are infinite. 
eg type of connection---broadband or dialup?---local network? 
wireless?  The more info you can supply the better chance someone might 
have an answer.  If, for example, you have it networked through your other 
computer by wireless, then it's probably a wireless problem.

Your ISP would be the best people to talk to. They should be able to 
identify the problem and talk you through it.
