A fixed IP is nice to have if you have some kind of online sever 
running, and you did not want the IP number to change dynamically. If 
you were hosting something, like a web server, or had some kind of 
service up and running, like an FTP site, or a mail server, or being 
authorized by something by your IP number, you might want a fixed IP 
address. If none of this ever occurred to you before then you don't 
need it now.
