We don't need any big words for this one... (grin)
   No.  (I think the question is wrong, see below.)
When you reformat a drive, only blank circles are
recorded on it. If you then reload Win95, you will
have only Win95 on that hard drive. This Win95 will
be "new" and will have NO programs installed in it.

If you have other hard drives in that same computer,
the data on the other drives will be intact, but
the programs on those other hard drives will not
be properly installed into your new Win95.
Most likely, they will not work.
Even if they did work, icons
would not exist for those programs...

For the above, I am using the term "hard drive"
almost interchangeably with the term "partition".
Since you have Win95, you could possibly have
only one "physical hard drive (spindle)",
but may have more than one "hard drive letter".

One of the easiest mistakes to make while formatting,
is to "wipe out" the wrong partition.
From your new question, I would assume you do not
want to do a format.  Are you using the term format
as a computer technical term, or as a term more like
an English teacher might use?  (Just an after thought.)

IF I understand your intention correctly, I think
your question might be -- When can I install Win95
on top of itself so I don't loose everything?
Since the success of an operation like that depends
on the reasons for doing it and the problems you are
having, I will not even "go there" at this time.
Your original question did not mention any trouble
and seemed to only ask for definitions.
