(I am assuming it your system uses an AT style power supply)

On my older AT style tower I always had the computer hooked up to a desk top
"power control center" with switches for the computer, monitor, printer, and
aux. I used the switch on the power center to turn the computer on and off
and never used the power supply's switch (for just the problem you are
encountering, a bad/faulty switch). I never ran into any problems turning
the computer and monitor on and off in this manner. It might be cheaper and
or easier than replacing the case's switch.

Just a possible option.
