But that would not explain why you are ok when the other computer is off.
The impedance load of the modem would not change just because it is off. It
would seem that when the computer is powered up, it activates the modem. If
the modem had a switch that turned off with the power, then the load would
change, but I have not seen such modem designs (does not mean that there are
none).

I sent this problem around to the folk at work and an associate mentioned
that there is a possibility that the first computer is possibly changing the
impedance value  (the electrical potential?) of the phone line, which might
