Although there is a do-it-yourself approach to this (see this premade device
from Directron to get the idea, http://www.directron.com/12to7.html), Zalman
make a
little device, FanMate, for just this purpose, and it allows a range of
voltage settings (http://www.zalman.co.kr/usa/product/cnpsfanmate.htm) .
You'll note that it
is intended to be used with fans that plug into the motherboard and draw
less than 6 watts.

Another approach is to use a fan bus and hook all of the fans that you want
to control up to it.  Vantec's NXP-201
(http://www.vantecusa.com/product-peripheral.html#) would be one good
example,
and Super Flower's Fan Monitor (http://www.super-flower.com.tw/fm.htm) would
be an example of something a bit more fancy.

Depending upon your motherboard, you may be able to control some of the fans
connected to it through a software utility, such as SpeedFan
(http://www.almico.com/speedfan.php).  SpeedFan acts as a nice hardware
monitor, as well.
