Karen,
I'm guessing the computer needs to have an operating system installed. If
the processor is 266 MHz or faster, and you have 128 MB of RAM then you can
probably install XP on it. There are other factors involved, but if you can
get all the various specs for the computer, Microsoft's site can tell you
whether or not XP would be a good candidate for this machine.
