Try enable "Digital out" to your CD drive (in Device manager), if the option
is grayed out, you can still enable "digital play back" inside windows media
player (but only Media player can take advantage of digital). "Digital play
back" will surely improve sound quality. My guess the sound problem is that
WinME takes more resources than win98 (just look back, every "updated" MS OS
asks for more powerful hardware), when you run multiple apps, the sound
software just can't get enough system resources (such like CPU time).

If I can get more idea, I'll let you know.
