I had this same problem a long while back, and if I can remember
correctly I put the following in my config.sys on the boot floppy and it
fixed the problem:

Device=HIMEM.SYS

This is needed, especially with the W95B (OSR2) version.  Of course, you
need to have HIMEM.SYS on your boot floppy too.
