  There are a few devices out there which combine the features of an
ISDN "modem", a small (4-8 ports) hub, and a router, and they could
be a good fit for your needs.
  But the designation of one of the machines as "server", however,
leads me to believe that you are expected to enable routing on it,
and "dual home" it, connecting both to a simple ISDN adapter and via
NIC to the workstations [with or without a hub[*]].

[*] 10-Base2 doesn't need a hub, 10-BaseT or better does.  There are
some "internal hub" crads available, that provide a NIC for the host
and ports for other nodes (workstations), but I believe four external
ports is the limit on those.
