Until around 1995, the answer was "leave it on all the time." Since 1995,
the question is theological -- how many angels can dance on the head of a
pin, etc.

Theoretically, thermal shock and the chance of trace breakage is reduced by
leaving the PC on all the time, but with modern manufacturing the effect
will only show up long after the PC is totally obsolete.
