My guess is that your scanner is defective.  Can you exchange it?

The term "pass-through" means that the scanner does not have to be active.
I have both a ZIP drive and scanner  between my PC and printer.  The
printer works just fine with the scanner and/or the ZIP turned off.

If you still want/need a switchbox, then look for one that is
BI-directional and IEEE-1284 compliant.  You should be able to find a
"automatic" switchbox for about $50-60US.
