At this point I suspect that due to the "hard" fall the CPU has become
dislodged which means there could be bent or broken pins. As for the fan not
turning, is it plugged into the motherboard connection?

When your friend brought the box to you did you open it to see if the CPU
fan was working? Was it clean? Part of this could be from the fall and part
of it could be from a failing CPU fan. Usually when my system begins to get
a little twitch the first thing I do is look at the temperature of the CPU
region and then open the case to see home much dust may have accumulated in
the fins. Other than these known things I would remove the fan and see if it
will work. Only do this for a second because the CPU temp will rise quickly.
Unseat the CPU and check the pins. This happened to me once and I had to
remove the CPU and hope I could get the pins straightened out and not break
one off. I was in a sweat due to the fact I run a P-4 Extreme. I didn't have
a thousand dollars for a replacement.
