First start up in safe mode, go to device manager and remove the scanner from there.  Check under USB and remove the HP usb drivers.  Also go to hp's site, and look for a small download that is supposed to remove all traces of the usb installation.  There is a problem on usb reinstalls which is why they put out the extra uninstaller.  I'll bet if you have tried more than once to install this thing you'll find a lot of them in device manager in safe mode.  While you're there check under every other heading to make sure you haven't got 6 disk controllers, 20 hard drives, and 19 monitors.  Win 9x loves to secretly install stuff a million times.
