No. The "burn once" drives came out first...
It is "older" technology.
The two types of "media" have different reflection
characteristics.  It requires a different self calibration
(and MORE POWER) to burn a CD-RW.
Burning CD-R only requires recording.
Burning CD-RW "sometimes" requires erasing the CD-RW
media, then recording it.
The calibration and power part are some of the reasons
the CD-Rs and especially CD-RWs do not work well on
older drives.  There are "firmware" issues also.
Sometimes functions on the older "reader only " drives
are just plain BLOCKED by the CD-ROM drive manufacturers.
Mitsumi was once VERY worried about CDDA, (digital audio),
and disabled digital extraction on older read only drives.
