Thanks to all that offered help on this.  As of this writing, all of the
problems disappeared thanks to a BIOS upgrade.  It seems that the "great"
dealer I bought the MB from has neglected to perform any BIOS upgrades since
April, 1998.  There were five since then according to Tekram.  The latest did
the trick.  Basically it was a video problem.  The old BIOS was searching for
and trying to use the AGP slot on the board first.  Since the system has an
older PCI card, it was halting the computer.  It's a strange one, but solved
now.  The new BIOS has an option to disable the AGP port all together.
