Not sure if this is the problem or not, but the software "dial up adapter"
in network properties may be corrupt or missing.  I have worked on 2
computers in the last week that would establish a modem to modem connection
to the ISP but fail to browse the internet or send/receive mail until we
removed and reinstalled Window's Dial up adapter.  One was a Win ME system ,
the other  Win 98 SE.
