I think you will find a "no signal" message indicates the monitor is not
attached to the computer. Check your cables.

I tested the power supply with an ATX tester from PC Power & Cooling and
it
checks out OK.

The monitor displays a "NO SIGNAL" message.  I removed and reinstalled
the
graphics card
and results were the same.
