When I put a disk in my CD-ROM drive it asks me if I want to format the disk?  I say yes and then get the following message:  The loaded driver does not allow formating or the drive is locked by another disk utility??  I have check my system and I don't have any antivirus programs running in the background.  I do have Norton System works installed.

Any suggestions?
