  There is/was an optional Windows 3.x component -- I believe it was
called POWER.EXE or something similar -- whose job is to reload the
system clock from the real-time CMOS clock on wake from power-saving.
The system clock doesn't run while the CPU sleeps, so this is
necessary to correct exactly the problem you describe.  [This is
built into the APM support in Windows 95.]
