Sure you can get warranty service from KDS, but you will be without your monitor for awhile, and if you don't have an authorized service center nearby you'll need to send it or drive it to one. Most companies don't reimburse you for having to pack it up and send it somewhere. I have purchased a few new CRT monitors and have never had flashes and the smell of burnt electrical wires. If I were you I'd take it back for a replacement until you get one that doesn't do any of those things (white flash, burnt wire smell), otherwise take it back and use the refund to buy something better than KDS. Samsung's 955df is a relatively inexpensive 19" CRT with .20 dot pitch.  They are available online for under $200. Check out www.newegg.com for it and read the posted reviews.
