I used to work for a company that sold 70% IPA (rubbing alcohol).  Water
is the cheapest, safest, thing to use to adjust from essentially 100% IPA
to 70% - so that is what is usually used.

A little water shouldn't hurt the ball or rubber - just don't slop it
into the electronics.  On the other hand, this is why "pure" Isopropyl
Alcohol is recommended for cleaning tape heads.  The water in 70% IPA
will rust the iron in tape heads.
