Thanks for all your advice.
So far I've tried the following:

Deleted CD in Device Manager and rebooted.
Reinstalled the CD in Add/Remove Hardware.
Set the CD to Cable Select instead of Master.
Installed the CD as Primary Slave instead of Secondary
Master.
Set Secondary Master to None in CMOS.
Re-checked all connections.
Changed the cable.

So far I've had no success. I will try your other
suggestions, namely borrow or buy another CD-Rom and new
cable. I'll also get a CD boot disk from NoSpin and try to
access the CD in Dos.
Will let you know.
