Please elaborate. What do you plan to edit? How long will it be? What
is your target media (VHS video tape, TV broadcast, DVD)? The fact is,
for home video editing the requirements are very low -- I did video
editing on a PC I've bought 3 years ago... but I can't recommend
anything specific before I know more about your needs.
